Can TPS54260 support Vin=+25V, Vout-24V, Iout = 750mA?

The TPS54260 should work as an inverter to achieve your desired specifications.  You can refer to app note slva317 (http://focus.ti.com/analog/docs/litabsmultiplefilelist.tsp?literatureNumber=slva317a&docCategoryId=1&familyId=490) to calculate the necessary resistor and inductor values.  Hope that helps.

We are looking for to get -15V output with 24V Vin. TI Webench did not support it. Any help?

You should be able to get about 900 mA from TPS54260 under those conditions.
