Can UCC28951 take in 390V DC and convert it to two power rail +120V and -120V 10A ?

A phase shifted full bridge (PSFB) using the UCC28951 can be designed for the power range that you have described.
Since the power is so high for each rail you want to design two power stages for each real and interleave them.
This will cut the conduction losses is half and reduce the total magnetic size by up to 33%. This will also decrease the RMS currents in the input and output capacitors.

If one to do it with one phase you could use two center tapped secondary winding for the +/- 120 V outputs. The excel design tool and app note previously motioned is applicable for both stages.
