The waveform taken appears to be at light load and its converter is running in DCM operation. The first on pulse occurs in which inductor current rises, the on pulse is not enough to charge the output above the reference voltage at the feedback, and therefore this is followed with a second pulse that charges the output above the reference, then this is followed by a period of time in which the inductor current goes to zero amps and meanwhile the output voltage is still above the reference in which the next on pulse will not happen until feedback voltage equals the reference voltages. Sometimes at light loads, the switching behavior can look like this and its normal.
