Yes, the PG can be connected to Vin via a pull up resistor, as the datasheet states:
A pullup resistor can be connected to any voltage not larger than VIN.
The absolute maximum voltage allowed is Vin + 0.3V. A recommended value is 100kOhm.

I was a little confused the senstence in datasheet,
"The power good output requires a pullup resistor connected to any voltage rail less than VIN."
