May I ask, if TPS6521905 detects RV during ON startup, it will terminate the startup. Is there a way to avoid this?

Thanks for reaching out. The TPS65219 PMIC performs two residual voltage check; one before the start of the power-up sequence and a second one during the power-up sequence (on each power-up slot, right before each rail is turned ON).
The first residual voltage check can be bypassed by reprogramming the "BYPASS_RAILS_DISCHA RGED_CHECK" register field on address 0x1E (bit#7). The second residual voltage check cannot be disabled.
If the voltage on the output is not a residual voltage but instead an external voltage that is actively being forced to the PMIC, then the power-up sequence will be aborted. All the output voltages must discharge below the SCG threshold (approximately 260mV) for a successful power up sequence. before they are turned ON.
