BQ76952: BQ76952 4 cell reading circuit

Measuring the voltage of 4 cells with the BQ76952.
Note: We designed the hardware for both 8 cells and 4 cells. To read the 4 cell voltage, we short circuit between VC4-VC8 with 0 ohm resistors.
Settings:Configuration:Vcell mode is set to 0x00AA.
Schematic Design is in the photos below.
Question: We read cell 1, 2 and 3 values correctly. But we read cell 4 voltage 30mV lower than its actual value. Where are we making a mistake?

Is there anything wrong with this design? 

At the same time, we measure the voltage at VC5, VC6 and VC7 when we do not connect resistors R69, R70, R71 and R72. There is no voltage at VC8. Are these measurements normal? Will there be voltage at VC5,6 and 7?
