TPS25751: Binary file used when connecting and using EEPROM and BQ25713

I am trying to develop an application that has a TPS25751D, 512kb EEPROM, and BQ25713 connected via I2C.
The USB PD Application Customization Tool can generate two binary files: "low region binary" and "full flash binary", but when controlling using EEPROM, which binary file should be written to EEPROM? Is it good?
The application to be developed is a standalone application with only a sink.
