I am supporting this device now.
Yes, you can leave both PG and PGTH open. If you pull up the PG pin to some voltage and leave the PGTH pin open, you will still not be able to use PG pin. Customer can short the PGTH to some low value (GND) and this will by default keep the PG low. Leaving both floating is also not an issue as PG is an open drain pin and PGTH is input of comparator.
