Hi Kim,
Yes, we don't have any min or max for retry time delay capacitor. You can evaluate the device with the above-mentioned cap value. In general, the operational principle is simple, small current source charge the cap. For large cap, we get slower dv/dt (charge rate) and takes longer to hit the desired voltage threshold.
Device may cause some issue if you choose to use very large caps. You will have to evaluate the device with them. 3s delay should be fine (I think I have done/seen something similar in past).
