TPS7H2140-SEP: FAULT behavior when unpowered

Hello,

What is the behavior of the NFAULT signal when the device doesn't have an input voltage (e.g. IN is floating, but we still have a ground connection). If NFAULT is pulled up externally, can we assume that NFAULT will always be high when the input voltage is floating? Is there any reason why it would be pulled down before the input voltage comes up?
