If there is no discharge current, then the gauge will ideally stay at 100% SOC. Now, over a long period of time with no discharge current, there will be some small leakage and self discharge of the battery. The voltage of the battery will slowly decrease so when the voltage passes a certain update point, the SOC should start to decrease.
