LMG1020EVM-006: SN74LVC1G08DCKR not working

I'm using this board to activate a 5W diode laser, but it's not working. After checking the test points i notice that In+ value is always 0, like if isn't working. After checking the datasheet of that component (SN74LVC1G08DCKR), it's a simple AND, that it's connected to one of the sources of the board(J3). I'm asking if there's any test i can do to see if the component is broken and what's the need of this component, because both inputs are connected to the same source, so they will always be the same value in my opinion. Thanks.

    The LMG1020 can take a minimum pulse width of 1ns, but many function generators cannot go that low. In order to solve this, an AND gate and RC filter is used to create a pulse shortener; Section 8.2 (page 13) of the LMG1020EVM User Guide describes this function in detail.

    If IN+ of the gate driver has no signal, please first check if R9 and R10 are soldered on. If it is, then work your way backwards to see if there's any signal on the output of the AND gate, and then on the inputs of the AND gate.

    In the meantime, if you do not need a short pulse, you can desolder R9 and R10 and solder R3 to bypass the pulse shortener, and then the EVM should be powered.
