BQ25170: Some strange behaviuor on STAT signal

I have developed a Li-ion single cell battery charger based on BQ25170J and I am a little confused. I Hope you can help me in clearing ideas.

1) I connected STAT and PG open collector outputs to two leds and 10k resistor to the battery itself, as described in the datasheet. But when there is no charging voltage the PG is OFF (correctly), while STAT is ON, leaving the "charging" led on and discharging the battery (even if no load is present). Is this logically correct? I connected both to the 5V USB charging voltage, and the behaviour is better: do you see any drawback in this?

2) during charging I have never seen the STAT output to go HIGH (battery charged), even if voltage is higher than the set one and charging current is really low (tens of mA). Why this? I set 4,0V threshold, battery is 4,044V, current is below 10mA

Please note I don't have implemented a NTC yet: its input on the BQ25170 is connected to a fixed 10k resistor.
