BQ27Z561-R2: EV2400 not connecting to device

I have the BQ27Z561-R2 on a custom PCB and I2C communications works correctly with the MCU. However, in order to flash the golden image, I need to use my EV2400 interface and BQStudio. Both of the latter were used successfully with the EVM, but do not connect/recognize the BQ27Z561-R2 on the custom PCB.

There are jumpers on the PCB to disconnect the MCU and allow the EV2400 I2C interface to be connected. SDA and SCL on the PCB have 10K pullups connected directly to the BQ27Z561-R2.

In the past, when using the EVM, starting BQStudio goes directly to the main display page and the device is connected. However, with the custom PCB, the device selection screen is presented, I select "Gauge", and in the next screen "1561_2_01-bq27z561R2_vct.bqz" is selected and the warning pops up about the selected device not being compatible. If "OK" is pressed the main UI opens, however, at the bottom of the screen it says "No free adapters are available for use on the system.".

I am unclear what this error means.
