BQ79652-Q1: BQ79652-Q1 not waking from shutdown mode

I have recently been trying to trail and implement a new Battery management system utilising the BQ79652-Q1. 

I implemented a custom board design taking into account the evaluation kit design. The pack is a LI-ION 6S. 

The host MCU is tied to the base device and once powered up attempts to initialise the BQ79652-Q1 the RX line is pulled low for 40ms then released. The BQ79652-Q1 does not do anything. LDOIN stays at 4.33V and NPNB at 5V. AVDD and DVDD do not begin to regulate at all and CVDD stays at 4.33V. I expected the NPNB to begin regulating the LDOIN to 6V and then see AVDD and DVDD begin regulating but no change at all.
I have attempted low pings of 10-100ms on the BQ79652-Q1 RX line but no change.
The NPN transistor used is the same from the reference design (ZXTN4004KTC) with a Collector resistor of 56R. (i have also adjusted this to 18R with no change). 
Have monitored all power rails with a scope and seeing no change or adjustment.

Solution found needed a 2ms ping not 38ms
