BQ40Z50-R2: Error in COV function of 40Z50

Hello everyone.

I am using COV (Charge Over Voltage) function of 40Z50 for CELL protection. (set to 4.23V)
This CELL protection is running to meet the Japanese PSE standard.
I have received an inquiry from a PSE certification organization, "What is the margin of error (tolerance) of this COV function?" They have inquired.

1.Is it correct to think that the COV error is the sum of Vref error (±0.005V) and ADC error (1V*0.8%+37.4uV*6.6+157uV= 8.403mV), which is ±0.013V?

2.If the above idea is wrong, how should the COV error be considered?
