LM34936EVM: R8, C17 and R5, C7 use case

I assume the references are to the LM34936 EVM.

This are snubbers and are used to avoid high negative or positive voltage spikes.

I highly recommend to at least have the footprint form them on the PCB, so that in case needed they can be populated without layout change.
