TPS65988DJEVM: EVM will not setup as sink if external supply is not present.

Dear TI support,

I want to attach a USB C supply as source without having the EVM powered from the external jack then attach a sink device on the other USB port to charge it. 

I can make this work if I sort VBUS with SYSPWR, but I then need to disconnect it to properly use the system. 

I use the default EVM configuration.

Is there a way to set PPEXT1 and PPEXT2 to connect SYSPWR by default(whileTPS65988DJ is powered off), power the TPS with the 5V and disable the opposite port PPEXT just before sink capability is negotiated? 

Even if the above is achieved, I understand that it would be impossible or "hacky" to switch port sink and source capabilities on the fly without and external supply/battery powering the TPS.

Is the above accurate, or is there a way to configure the TPS65988DJEVM by software or hardware to negotiate sink and source capabilities without the external Jack attached.
