If the TPS4H000-Q1 is not been powered up, but the OUT pin short to the VS=20-30V. Is it any risk and break the IC? The currents when the Vs=13V/18V/32V are shown as below. The maximum current will reach up to 33.673A.

This would risk damaging the device as we do not characterize the body diode of the FET. It sounds like this is not really an output pin short to VS though. If it was a short-to-vs, the input would also have VS and no current would flow through the body diode as the potential on VS would be higher.
We do specify the device for reverse polarity condition, where ground is connected to VS and VS is connected to ground:
