We are having trouble enabling the SPI signal TDO and TDI as GPIO outputs.
Is there other discussions about this I could examine?
I have tried a variety of methods with no luck.

We have found that we have header and linker files for the UCD3138128 but we are using the UCD3138128A . Can you please lead me to where to find the UCD3138128A header and linker files?

The UCD Hard Switched Full-Bridge (HSFB) topology firmware has header files for the UCD3138128A. I have the firmware zip file below. Try copying those header files and including them in your project.

You can use the UCD3138A64CEVM-660 Control Card. The control card comes with the UCD3138A64, which is pin-to-pin compatible with the UCD3138128A. You can swap the UCD3138A64 with the UCD3138128A. The control card with the UCD3138128A can be used with the UCD PFC, LLC and PSFB EVMs. The UCD HSFB EVM does not have a control card so it will not be easy to drop in a UCD3138128A. You should be able to find the UCD3138128A build configuration in the CCS projects.
You can also use the UCD3138A64OEVM-662 open loop EVM. The UCD3138A64OEVM-662 open loop EVM can evaluate any 80-pin UCD device, including the UCD3138128A.
See the below table on page 7 in the Intro to UCD Devices app note on the differences between each of the 80-pin UCD devices.
