TPS53659: SN1701022 SVID clock

Tool/software:

Hi Team,

I am using SN1701022 controller IC. In Intel PDG, clock frequency for SVID is mentioned as 25MHz.

But in datasheet of SN1701022, min SVID clock frequency is mentioned as 43MHz. 

On probing the SVID Clock in Oscilloscope, We are not able to get anything. 

As, minimum SVID frequency is mentioned as 43MHz in datasheet, will this create any issue?
