TPS922054: Problem with current being supplied to LED only below the amount of current set on the board

I made an LED driver with TPS922054DMTR and set R_SENSE to 200mΩ so that I_LED_FS is 1A, but only 0.85A flows to the LED. PWM dimming mode has a 100% duty ratio. This picture shows the voltage at both ends of the 100nF capacitor. This is the result when connected to a red LED. The maximum voltage is 608mV, the average is 203mV, and the minimum is -56mV. The current was about 0.85A. Is the voltage waveform disturbed? Could this be why the current is low?
