Does it mean it has to work under both conditions?
For Vin=2V Vout=12V, the inductor value is too high and will allow nearly no current ripple. Also the duty cycle will be very high and close to the maximum duty cycle at this switching frequency.
For Vin=12V, Vout=30V the schematic seems to be ok.
Just R15 should be 5ohms instead of 5k ohms.
