VBAT only connects to VOUT when VDD falls below the VIT and VBAT is greater than VDD. So VBAT is the backup to VDD when VDD voltage voltage is low. You can expect the current consumption will be 40 uA since VBAT won't be able to switch over.
Are you planning to connect Vbat and VDD pins? I don't think that is the intended use case for TPS3619. I think TPS3808 can be a better option for you if you don't need VBAT Backup switchover.

I want to use both battery and main supply. But current consumption from battery by the IC is the concern. So when Vout is Vbat what is the supply current?

According to datasheet, when Vout is equal to Vbat, the supply current (IDD) is 40uA, and the current pull from battery (IBAT) is 0.5 uA.
