Even without detection / classification, the TPS2372's internal hotswap (MOSFET) will be turned on if its VDD-VSS is above 36.3 - 40V as the below table.
A PSE also needs to provide higher than 36.3 - 40V to turn on the internal hotswap after the detection/classification.

TPH/TPL/BT mainly depends on the classification event number and width (BT has a wider 1st classification). If you uses a passive PoE injector (> 40V, without detection and classification), you will have classification event number = 0, and all your TPH/TPL/BT will be Hi-Z.
