Are you asking when will DOD update and cause the gauge to calculate non-zero values for the CB timers? 

Conditions for cell balancing to be enabled:
1- Update Status needs to be 0x0E.
1.1- If it is 0x06, it will only cell balance during charge after TC bit is set. 

2- The gauge needs to take an OCV measurement during RELAX to calculate CB timer needed for each cell.
