Hi,

According to the datasheet, in case one of the outputs is short-circuit to GND and experience overcurrent, 
the "device implements a fast-trip protection to turn off the related channel".
In case the related EN pin is permanently pulled-HIGH :
   - What is the recovery time of the output from short-circuit?
   - Is any action required to recover from short-circuit?
   - Will the device keep turning ON and OFF till the Thermal protection is activated?

    The TPS7H2140EVM User's Guide has a scope capture of the fast-trip current limit protection on page 13 (link)

    After the protection is triggered, the device will resume output on the effected channel with the output clamped at the current limit.

    At this point the device will begin to heat from current limiting, and thermal protection may activate.
