LM66100: Can VIN1 be 0V-floating?

VIN1 can’t be left floating because VOUT will pull up VIN1 and RCB will never activate. Are you using a TI LDO? Typically, TI LDOs have a “P” variant with output discharge – this typically should resolve the problem/activate RCB and save Iq as the output discharge will only be active when VIN1 is disabled.
