If two MCU UCD3138 40pin programming pins are connected together, can they be programmed at the same time?

The simple answer is no. Each UCD has a unique address (assuming not in ROM mode). You can only communicate with one at a time.

Can you share the reason why you'd like this approach? faster programming?
