As the title says I am curious about what the idle current draw is from the IC when not enabled but powered on. I am trying to calculate the discharge rate of a battery when the system is in an idle state.

The TPSI3050-Q1 can be configured in 3 wire mode or 2 wire mode. In 2 wire mode the IC is entirely off and consumes no idle current. In 3 wire mode, the IC is always on and the idle current draw is set by the PXFR resistor. With the highest power setting (Rpxfr = 20k and Vddp = 5V), the TPSI3050-Q1 will have a idle current draw of 41.4 mA .
