TPS25762-Q1: 20V re-negotiation

Tool/software:

I have a design using a TPS25762-Q1 with a maximum system power of 34W.  I have PDOs advertising 5V@15W, 9V@27W, 15V@34W, and 20V@34W.  If I connect a USB load that can re-negotiate between the advertised voltages, I can cycle through them all correctly the first time.  After the load has selected 20V, it is no longer in the advertisement list of the TPS25762-Q1 as captured by a USB-PD debugger/analyzer.  If I disconnect the load and reconnect it, all the voltage are present until the 20V is negotiated.  It seems that 20V can only be negotiated once per connection after that it is not present in the advertise message anymore.

Also, I do not understand the relationship between PDPs and PDOs.  If I have PDOs of 5V@15W, 9V@27W, 15V@34W, 20V@34W should we have PDPs matching the same?
