The LM70880-Q1 can be setup in a dual phase operation to meet your customer needs. See page 20 in the LM70880-Q1 datasheet.

Is there no single device solution?

Is it correct that LM708x0-Q1 can only support up to 2-phase operation, in which case IOUT should be twice that of a single output?

At the moment, there is not a single device solution for your application.

Yes, the LM708x0-Q1 can only support up to 2-phase operation and will be able to meet your output current requirement.
