BQ76952: Internal cell balancing

That means if I have a 16S application and the battery is charged to 67,2V, for cell 10 at VC10 there is a voltage regulator which makes a Gate-Source Voltage of maybe 5 Volts. Is it something like this?

As you know from this post:

we use a not recommended connection of the top cell (cell 13). So I made some measurements with cell balancing.

I this case the balancing of cell 11 is active. You can see in the first plot cell 12, in the 2nd cell 11 and in the third plot cell 10:

When the balancing is active the voltage at cell 11 goes to nearly 0V.

In the next case the top cell (cell 13) is balanced.

When the balancing is active the voltage at cell 13 not goes to nearly 0V. It goes to around 1,4V.
The result is the balancing current is smaller.

Is this because there is not enough Gate-Source Voltage for the internal transistor and then the resistance Drain-Source of it is higher?
