How to create negative power with buck ICs?

As we all know, Buck and Buck-Boost are only different in the connection of the inductor and the diode or MOSFET, Buck-Boost can be used to generate negative voltage.

  1. so can all Buck ICs be used to generate negative voltage? Or some specific Buck ICs?
  2. How can I quickly determine if a Buck IC can be used to generate negative power?
  3. When using Buck to generate negative pressure, I noticed that there are two connections, one is to connect the GND pin to ground, and the other is to connect the GND pin to Vout, what is the difference between the two?
