LM5012-Q1: How to increase current consumption if LM5012 is idle?

Dear TI experts,

My customer tests LM5012-Q1 on their own PCB, and there is a problem. Plase see the schematic below first ; 

- They use PoE power (52V) for VIN. and it is controlled by external PD controller.

- The output is 12V.

the problem is, if there is no load on LM5012 (idle status), PD controller cuts VIN. and the device cannot monitor the rest of the circuit.

So I have to increase current consumption of LM5012 even there is no load.

-> Can I increase current cunsumption of LM5012 if the value of feedback resistors (R203,R304) are smaller?

-> If so, What is recommended minimum value of these 2 resistors?

(Total current consumption is not a problem because it is not battery powered device.)

-> If not, Do you have any idea to increase current consumption?
