In TIDA-020031, CS pin is connected to Vref through a 0 ohm resistor. Please could you explain why is it connected to Vref in parallel with the current transformer output?

Thanks for sharing the original schematic. The Vref pin should not be connected to the CS pin and this is a mistake.
The tida-020031 has been removed from TI.com due to errors in the schematic. Sorry for the inconvenience.
