TLC59108: Marquee Chasing Effect

Hello. 

"Software programmable LED group and three Sub Call I 2C bus addresses allow all or defined groups of TLC59108 devices to respond to a common I 2C bus address, allowing for example, all red LEDs to be turned on or off at the same time or marquee chasing effect, thus minimizing I 2C bus commands"

So I understand that it has a sort of master address which allows multiple ICs to respond, therefore controlling all LEDs with a command. but It's not very clear in the datasheet what the marquee chasing effect is, at least to me. Is this where it just flashes alternative groups or am i able to run the light around in a circle without having traffic from the MCU to change it?

Im looking for a replacement for the PCA9626, which has a chasing bit. So its able to go: Is this achievable with the TLC59108?
