This is not a new question, It is the conclusion of the previous question which unfortunately has been closed hastily.

We backed off our design and partially populated a single board with only the BQ25798 in play. Unfortunately, the same result as stated in the previous post was detected.
After fiddling, bodging, prodding, scanning over the datasheets, and multiple parts swapped out. We failed to identify the root cause, for unknown reasons, the IC appears to function in all other aspects, except when charging the battery pack.
However! we noticed that the IC part number is PQ25798, a pre-production build. How this part got into our supply chain is a mystery, but they're dated 2019 (Chip Shortage). We conclude that SoH ICs are either faulty or suffering from a previous TI design flaw; we ordered BQ25798 replacements to rinse and repeat our testing.
