For the LM74810QDRRRQ1 component under UV conditions, should the parameter used be the RISING value of 1.231 or the FALLING value of 1.132? The requirement is UV: 6.5V, OV: 18.1V.

Rising value means when the comparator will trigger high and falling is when the comparator will trigger low.
Hence you need to consider rising value(max) for worst case.
According to your resistor values, OV cutoff should happen at 19.1V(max).

Equation5 does not include UVLO.
Although for UVLO, you need to consider UVLO_F(min) for worst case design.

My circuit design is as shown in the figure. EN/UVLO is connected between R1 and R2. I used the mim value of V(ovf) for calculation. Is this correct?
