I do not fully understand your question. These attached images is response from the device when overcurrent event happens. Are you asking if this response is valid during startup also? Yes it is. You can control the inrush current also by slowing down the startup by using dvdt pin.

TSD remains valid all the time but in case of circuit breaker, the device will turn off the FET as response to over current (after the blanking timer expires) and in case of current limit, the device limits the current and this results in junction temperature rise and results in TSD.
During startup, we have current limiting startup or DVDT controlled startup depending on inrush current.
