so what will make the current to be lower then the 25 mA written in the Datasheet ? on the cover page it say low standby current .

Since the default state of TLC59116 is standby mode and the quiescent current in standby mode and normal mode is different, the spec on the EC table should be the normal mode. Standby mode current will be lower than normal current.

So how to reach standby mode ? after reset ? in reset ? and also what is the current in standby mode ? how much lower ?
