It is recommended to have either "RELAX_SMOOTH_OK" set to 1 or "RELAX_JUMP_OK" set to 1, but both should not be set to 1 at the same time. Essentially, this is a preference of how you want the SOC to be reported on the gauge.
If you want SOC to jump, let's say from 87% to 90%, then you should enable RELAX_JUMP_OK.
If you don't want SOC to jump, then you can enable "RELAX_SMOOTH_OK" to make the gauge report a gradual increase from 87% to 90%.
