EV2400: EV2400 not detected on Windows Laptop

This is something new and interesting. We have a EV2400 with us which is working flawlessly on all our PCs. But, it doesn't work on one of our PCs which has Windows 11 OS just like the other PCs although it shows up in the device manager list. Upon further testing, we got to know that, on that particular PC, EV2400 works and we are able to use Battery Management Studio without any problems, only when we boot the PC into safe mode.

Further investigation revealed that a third party service running in the background is interrupting with the device. The third party service is "Logitech Lamp Array Service". Whenever you connect a HID device like Gaming Mouse, Keyboards which has LEDs on it, the driver for it gets installed when you run a Windows Update. The Windows Update will force install this driver and the service will automatically run whenever the PC is booted. Suprisingly, this happens only on Windows 11 OS. 

Upon stopping this service, the EV2400 and Battery Management Studio works flawlessly on that PC. But this is temporary even if you disable the service. If you run any windows updates again, this will enable the Service again and will start interrupting with EV2400 again. This happens with any HID device that's not a mouse, keyboard and printer. I tested with a I2C to USB communication bridge. Though the device appears in the device manager list, it's proprietary software cannot detect the communication bridge. The same service was interrupting here again. It worked fine once we disabled the service.

I have already sent an email to Logitech regarding this and I'm awaiting their response. How do we resolve this issue?
