TPS281C100: Odd response to EN toggling

I am using the tps281c100 in a very simple design using only the EN pin. 

I need to use a PWM to control the EN pin, so I placed an RC filter after the PWM to turn the PWM signal to a '1'/'0' input.

However, it seems I am getting an unstable output:

enana is the enable input of the TPS281C100, vout is the output of the TPS281C100. The output is connected to a 4.5 ohm load resistor.

The input of the TPS281C100 is 6VDC.

When I change VIN to 7VDC the stability improves. However, when I change it to 18VDC, which should give 4.5A load current, the device seems to enter some type of shutdown, even though it is supposed to work with 6VDC input, and 5A load current:
