We connected ASKIP pin to En/FCCM of power stage with 0Ohm and also the signal was pulled up to 5V with 2.21Ohm resistor。Why?

Just to confirm, you connected both ASKIP from the controller and 5V to the EN/FCCM pin of the CSD95495? Only one of those inputs should be connected to EN/FCCM at a time.
ASKIP enables tri-state operation, outputting up to 3.6V to the EN/FCCM pin to control operation. However, if the power stage always needs to be enabled, EN/FCCM can alternatively be pulled high connecting to 5V. However, directly shorting ASKIP and 5V will lead to unexpected behaviour from the controller.
My recommendation is to connect only 5V or only ASKIP to EN/FCCM.
