TPS1663: Device invariably starts in current limit cycle even though underloaded

Tool/software:

We've been using this part for a while and we have many cases where the part appears to have a current limit much lower than that which is set with RLIM. We use the /SHDN pin as an on/off switch, and when we turn on the device, we see it enter an overcurrent shutdown loop. Any ideas why this could be happening?

I suppose I should note the real load is 4A, not 10.5A which was added just for trace sizing.

The load is a heater, so purely resistive and should have no appreciable inrush past the 4A. That said, I can measure just in case.

Can you check IIN, VOUT,VIN and SHDN waveform to see what's triggering fault in tps1663.
