The TPS25730 Technical Reference Manual definitions for the First PDO (Table 2-5) says for both the Dual Role Power and Dual Role Data flags that "this is overridden by the logical OR of the ProcessSwapToSink, ProcessSwapToSource, InitiateSwapToSink, and InitiateSwapToSource fields in the PORT_CONTRL register." However I can see no reference to the PORT_CONTRL register anywhere else in the TPS25730 documentation. Is this a user-readable or settable register? Is it initialised via the ADCINx pins?
