Hi Yufang, VCC powers all the low-voltage circuit in the design, which is the majority of it. VIN predominately goes to the power stage and/or bias block if an externtal bias supply isn't used.
My understanding is if there is a Vin voltage exceeding the UVLO and Bias voltage is above UVLO voltage, VCC is powered off Bias, if the latter is not true, Vcc is powered off Vin. There is no explicit timing requirement.

The input to the LDO is OR'ed: if bias is higher than bias UVLO, bias powers, if not, Vin.

Sorry for the confusion.
I did misspeak in my last post.
BIAS would power VCC if it is above the UVLO threshold.
The point at which BIAS doesn't supply power to VCC is when it falls below ~3.1V.
