LM76003: Incorrect Output

Hello E2E Experts,

Good day.

LM76003RNPR 36V-36V to 3.30V @ 3.5A   LM76003RNPR 36V-36V to 3.50V @ 3.5A
LM76003RNPR 36V-36V to 24.00V @ 3.5A

I created the circuit in KiCAD and had the three circuits built by JLCPCB, however the outputs are as follows:

to 3.30V: output varies continuously with extremes at 3.5V and 6.1V. It doesn't reach 3.3V and it is not stable 

to 3.50V: output varies continuously with extremes at 3.8V and 5.9V. It doesn't reach 3.5V and it is not stable 

to 24V: output is very stable at 24.95 - 24.97 Volts, but it's not 24V

Can you determine why the outputs are as I have listed from the limited information I have provided.

The inductors recommended by Webench are smaller than what is recommended in the datasheet. And from memory the input and output capacitors are different. Can you please help?
