Yes TPS23881 is 802.3 BT standard compliant. In standard auto mode, the TPS23881 won't output more than 99.9W. In manual mode, 125W is reachable.

I am making a POE power supply product, can the output voltage be set to between 52-57V, and the PD product will be continuously powered by 99.9W? How does the 99.9W power come from? Is there a corresponding voltage? 52V continuous output 99.9W, does it meet the 802.3BT standard?

Type-4 PSE continuous power is limited to 90W according to 802.3BT standard. At transient, 99.9W could be possible as Figure 145–24 and it won't trigger TPS23881's Pcut protection since the time is less than the tOVLD.

Can I consider LOWERBOUND TEMPLATE as a recommended value?
In fact, it is not mandatory to comply with, the current can work continuously between ILIM-2P min and PType max/Vpse, if it exceeds PType max/Vpse, it must be turned off, can this operation logic also meet the 802.3BT standard?

LOWERBOUND TEMPLATE is the PoE standard that the compliant products are required to meet.
ILIM-2P min is also under a transient time. In most of cases, the 90-W continues power limit is more important.

In a 802.3BT compliant PSE auto mode, the power cut threshold is 90W for Class-8 PD. If the PSE continuous output power is higher 90W it may turn off the port. A transient power could be 99.9W but not continuous.
